Domestic Violence Suspect Arrested for Multiple Felonies

Spokane Police have arrested 31 year old Carlos Barrios for several domestic violence (DV) felony charges after a standoff in north Spokane. He will be booked for 1st degree Kidnapping DV, 2nd degree Assault DV, Residential Burglary DV, and Felony Domestic Violence Order of Protection Violation.

Just after 11:30am, today, August 31, 2025, Spokane Police received a domestic violence call in the 7000 block of north Wiscomb. Information provided indicated Barrios was at the location refusing to allow the victim to leave the house. There was a valid order prohibiting Barrios from being at the residence.  Officers arrived on scene and made entry based the information known to them at the time.  The victim was located and safely removed from the residence while Barrios retreated to the basement of the residence, refusing police commands. 

A number of police resources were called in including SWAT, the Hostage Negotiation Team (HNT), and the Air Support Unit (ASU). Communication attempts were made from HNT with no results.  A drone was inserted into the basement and located Barrios. Chemical agents were deployed at that point.  After several minutes, Barrios exited the basement while armed with several weapons.  SWAT officers utilized less lethal tactics and were able to take Barrios into custody just after 2:00pm

Medics responded and treated Barrios on the scene. He was booked for the listed charges as well as 2nd degree malicious mischief for damaging a police drone.
