Project Description

The goal of the Safe Streets for Spokane projects are designed to enhance safety at crosswalks in the city core, connect sidewalks on arterial streets, and add or replace pathways and stairways. These projects will help create safer routes for pedestrians and bicyclists.

Locations

The projects being installed during the first cycle (2026-2027) include:

  • Maple Street Toll Plaza: Remove and rebuild existing stairway and sidewalk. Build a shared-use pathway connecting from bridge up the hill to Ash Street.
  • 14th Avenue to 18th Avenue and Perry Street Stair Rebuild and Sidewalk Infill: Install sidewalk infill along Perry Street between 14th and 18th Avenues. Rebuild the 14th Avenue stairways and connecting pathway, ADA curb ramps, as needed.
  • 13th and 16th Avenues at Southeast Boulevard: Install a Rectangle Rapid Flashing Beacon (RRFB) at each intersection with curb bumpouts/partial refuge island and crosswalks.
  • Centennial Trail/Columbus Street: Install raised crosswalk for the Centennial Trail crossing at Columbia Street.
  • 5th Avenue and Monroe and Lincoln Street: Install an RRFB at each intersection. Potentially add an advance flasher on the hill at Lincoln Street.
  • Mission Avenue and Regal Street: Install a Pedestrian Hybrid Beacon at the crosswalk.
  • Laura and Ivory Streets at Newark Avenue: Install curb bumpouts, and refuge islands at each intersection.
  • Riverpoint Boulevard by WSU Spokane Campus Orange and Green Parking Lots: Install a raised crosswalk at each location
  • Ben Burr Trail at Spokane Falls Boulevard: Install a crosswalk at the west end of the bridge, creating a pass through in the median.
  • 4th Avenue and Howard Street: Install a raised intersection.

*Rectangular Rapid Flashing Beacons (RRFB) are a pedestrian activated system mounted on either side of a crosswalk that flashes bright yellow lights, notifying drivers that a pedestrian will crossing the street.

Construction Estimate: $4 million

Background Information

The City of Spokane applied for a federal implementation grant under the Safe Streets 4 All program in July 2023. Learn more about this program on the U.S. Department of Transportation website. The City was awarded $9.6M from this program in December 2023 for a total project cost of $12M. Planning efforts are now underway.

City staff conducted outreach on needed improvements in the winter of 2025. You can view the collected feedback on Engage Spokane. City staff will work with the Transportation Commission to prioritize spending on the requested improvements.

Construction activity will start in fall 2026 or early 2027 and run through 2029. The City’s grant application is available for review below.

The safety projects will be built within the Priority Study Area boundary shown in red below. Improvement projects will include bike lanes, shared-use pathways, stairway and crosswalk improvements, ADA ramps and several other safety and mobility projects for non-motorized users. Projects selected for the first year of construction will focus on crosswalks and sidewalk infill.
