West Quadrant Tax Increment Financing Neighborhood Project Advisory Committee

Authorized by and Date: Ordinance No. C-34032 on May 14, 2007.

Mission Statement/Purpose: To assist the City of Spokane in prioritizing Neighborhood Public Improvements in the neighborhood areas that surrounds Kendall Yards Development.

The Neighborhood Project Advisory Committee provides essential advice and input to the City Council whenever the City contemplates issuing TIF funds for projects in the Neighborhood Projects Area – large portion of the TIF that lies outside Kendall Yards. The Committee meets monthly when business requires it, though they may not meet for one or more months in a year when there are no projects to consider or when there is no new business.

Recommendations made by the Committee are forwarded directly to the City Council prior to action on any funding or budget processes related to the TIF. Furthermore, the Committee is helped by City staff from the Planning & Economic Development department. Open Committee Positions

The current term for Neighborhood Project Advisory Committee will end in July 2027. However, one position remains vacant, that of alternate for the Riverside Neighborhood.

If you are interested in serving on the Committee, please fill out an application and submit it to kfreibott@spokanecity.org. Members of the Committee are appointed by the Mayor and confirmed by the City Council. Those seeking appointment to the Committee may be asked to meet with the Mayor and/or City Council as part of the process.

Meeting Times

The NPAC generally meets on the first Wednesday of each month at 4 p.m. in a hybrid online and in-person format. Meetings are held in the Tribal Conference Room in the lobby of City Hall, 808 W Spokane Falls Boulevard. To connect to or view the meeting, please check the agenda below.

Annual Reports

Each year the NPAC generates an annual report to the City outlining the status of the fund, summarizing any actions taken that year, and providing recommendations for the following years' activity. The 2024 report has been issued by the City and is now available to view online.
