The City of Spokane HMIS Team works diligently to provide meaningful insights into the state of homelessness in our community. These reports serve as snapshots in time, helping us better understand the evolving challenges faced by individuals experiencing homelessness.
The Quarterly Performance Reports (QPR) are used to monitor and support project performance across the Spokane Regional Continuum of Care (CoC). These reports are generated quarterly and provide a cumulative overview of how individual projects are performing in relation to metrics outlined in the Spokane Regional CoC’s Five-Year Performance Management Plan.
The Continuum of Care (CoC) performance year runs from August 1 to July 31, and the quarterly breakdowns are as follows:
Each QPR is cumulative, meaning that each new quarter’s report includes data from the previous quarters within the same performance year.

The Point-in-Time (PIT) Count is a federally mandated annual snapshot of those experiencing homelessness in Spokane Regional CoC. Conducted each January, the PIT Count captures data on individuals and families experiencing homelessness – both sheltered and unsheltered – on a single night.
The Housing Inventory Count (HIC) is an annual report that provides a comprehensive snapshot of the housing resources available to individuals and families experiencing homelessness in Spokane Regional CoC. Conducted alongside the Point-in-Time (PIT) Count each January, the HIC includes detailed information on: Emergency shelters, Transitional housing, and Permanent housing programs.
The Longitudinal System Analysis (LSA) is an annual report submitted to the U.S. Department of Housing and Urban Development (HUD) that provides a detailed, system-wide view of how people experiencing homelessness interact with services over time. Using data from HMIS, the LSA tracks patterns related to system entries and exits, length of time homeless, returns to homelessness, and demographics and service utilization. The LSA helps evaluate the overall effectiveness of the homeless response system in Spokane Regional CoC.
The System Performance Measures (SPM) are a set of metrics developed by HUD to evaluate how effectively a Continuum of Care (CoC) is addressing homelessness at the system level. These annual measures use HMIS data to assess outcomes across the entire homeless response system in Spokane Regional CoC. The SPMs focus on key indicators such as: length of time people experience homelessness, returns to homelessness, access to housing and income growth, successful exits to permanent housing, and reductions in first-time homelessness.
