City Seeking Proposals for Pandemic Relief Funds

The City is seeking proposals to use federal pandemic relief funding to operate programs that offer assistance with eviction defense and enhance pre-apprenticeship opportunities for the construction fields.

Funding will be awarded through a public request for proposals process that requires submission, review, and evaluation of application materials for alignment to eligibility requirements and competitiveness through the City’s online portal. Information about each of the funding opportunities, including how to apply, can be found at My.SpokaneCity.org/ARPA. Response deadlines for the submissions are September 26.

“Many individuals, families, and businesses in our community require a little help to stabilize and rebuild as we climb out of the pandemic,” said Michelle Murray, accounting director, who manages the proposal process. “Applying for federal funds may be a new experience for some and we are here to help organizations and agencies through the proposal process.”

Eviction defense:  Not-for-profit agencies with 501(c) status should be able to provide representation of the economically challenged residents within the city limits. Work will be related to statutory eviction actions filed in Spokane County Superior Court based upon nonpayment of rent associated with pandemic-related loss of income.

Pre-Apprenticeship:  Not-for-profit agencies with 501 (c) status should offer dedicated spaces to participants in an existing  qualified pre-apprenticeship program focused on building and trades construction opportunities for city residents recently released from incarceration.

The portal on the City’s website walks applicants through eligibility criteria and required documentation to submit a proposal.
