City Council Adopts Cannon Streetcar Suburb Local Historic District

On Monday night, City Council voted unanimously to adopt the efforts of the Cliff-Cannon neighbors to create a Cannon Streetcar Suburb Local Historic District.

Council’s adoption of the Ordinance that officially creates the Cannon Streetcar Suburb Historic District Overlay Zone affirmed the neighborhood’s effort to create the sixth, and largest, local historic district in Spokane.

In Fall 2022, 56.1% of property owners within the boundary of the Cannon Streetcar Suburb Local Historic District voted in favor of the creation of the new historic district, which exceeded the 50% + 1 required by SMC 17D.100.100.

Council Member Kinnear, who sponsored the 2018 legislation that established the process for designating local historic districts, congratulated the Cliff-Cannon residents on their accomplishment.

“The idea to form this district came directly from Cliff-Cannon neighbors’ desire to protect the historic character of their neighborhood, primarily through design review,” said Kinnear. “Neighbors worked diligently to organize support and should be proud of their efforts.”

“Affordable housing is often located in our most historic neighborhoods – and the Cannon Streetcar Suburb Historic District is one of those,” said Council Member Betsy Wilkerson. “This is already one of Spokane’s most dense, yet desirable neighborhoods and this designation comes with great incentives that will keep Cliff-Cannon unique and livable for years to come.”

Contributing or historic properties within the district will qualify for a property tax incentive if there is a significant improvement to the property, and all contributing properties are eligible to apply for a competitive façade improvement grant of up to $5,000 in matching funds available annually.
