City Seeks Feedback on Future Land Use Map

As part of the City of Spokane’s Comprehensive Plan Update, the City has opened the formal public comment period for the PlanSpokane 2046 draft Comprehensive Plan, including the Future Land Use Map. The deadline for comments is Friday, Oct. 2, 2026 at 5 p.m. This is an important step in a process that began in 2024 to build Spokane’s roadmap for the next 20 years and the community is urged to provide feedback. Comments received during this period will be considered and sent to the Spokane Plan Commission prior to their public hearing as the City moves through the process.

Land Use is a technical designation that informs what uses can be built where. Land Uses inform zoning and regulations that direct future development. Each property within the City of Spokane is designated a Land Use to inform what uses are compatible next to each other and to ensure the right mix of residential, commercial, and industrial uses to support a thriving city and economy. The Future Land Use Map (also known as FLUM) identifies the mix of uses desired for the next 20 years. It does not necessarily reflect what is built on the property today but rather reflects the community’s vision for the future. Based off community engagement for PlanSpokane 2046 and the adopted Preferred Alternative, a draft Future Land Use Map is now available for public feedback.

How to Provide Comments

  • Explore this intuitive and interactive map and leave comments along the way. Each Neighborhood Council has its own slide comparing proposed updates with current designations.
  • Submittal of comments by email to PlanSpokane@spokanecity.org is preferred, with the subject line “PlanSpokane 2046 Public Comments”.

Written comments can be directed to Kevin Friebott, City of Spokane, 808 W Spokane Falls Blvd., Spokane, WA, 99201. Preaddressed comment postcards can be requested at the Development Services Center, 3rd Floor of City Hall.

Comprehensive Plan Interactive Dashboard

The City has published an interactive Comprehensive Plan Explorer dashboard for community members to better navigate the topics and locations they are most interested in. It allows people to search goals and policies found within the draft Comprehensive Plan by chapter, key words, theme, or whether it is new or existing.

It is important to note this tool is a companion to, not a replacement of, the draft Chapters and does not include introductions, maps, graphics, or other important content. The full draft Chapters are also open for public comment and can be found on the Chapter Review webpage of PlanSpokane.org.
