From May 1 to June 30, citizens in Spokane had the opportunity to pay any outstanding tickets at face value plus court costs with no additional collection fees or interest. The program collected a total of 2,046 tickets from 443 defendants totaling $89,445.54 over the two-month period, with one person paying off 71 tickets.
As of this week, 27,785 tickets remain outstanding that were written to 2,778 people with four or more unpaid parking citations in collections. They are now eligible for the Boot-and-Tow Program, which begins this month.
In the City of Spokane, the owner of any vehicle with four or more unpaid parking citations in collections and having been given all proper notifications will be given a final notification and added to the Vehicle Scofflaw List. An additional $25 fee is added to vehicles placed on the Scofflaw list to cover the administration of the program.
Cars belonging to owners who choose not to pay ALL the outstanding parking citations will be booted. The owner will be given 48 hours to pay ALL tickets and an additional $50 fee. After 48 hours the vehicle will be towed by one of the City's contracted towing companies leaving the driver with additional impounding fees. The only way to get the car back at that point is to pay ALL citations and collection fees, and ALL fees that were added in the process of being booted and towed.
The Parking Amnesty Program was implemented to help decrease the 73,100 outstanding tickets in collections totaling $3,862,216. The City of Spokane is modeling the program after several cities across the Northwest that have implemented similar programs to help with collection of unpaid parking tickets.
