RFQ for Community Land Trust

The Neighborhood & Business Services Division is initiating a Request for Qualifications (RFQ) to solicit Proposals from agencies interested in developing and managing a Community Land Trust (CLT). Initial startup funding of $1.3 million is available and is subject to negotiations. CLT’s are community-based organizations designed to ensure conservancy of land and/or property, CLT’s provide affordable housing opportunities for families and the community as a whole.

While there are many CLT’s in Washington State and nationwide there are none that exist in the City of Spokane. CLT’s can be used for many types of development (including commercial and retail), but are primarily used to develop and ensure housing affordability. Creating a CLT will provide another tool in the tool box for individuals to access affordable housing and long term security of home ownership for years to come.

The City of Spokane recognizes the housing need and will continue to look for opportunities to improve affordable housing options citywide. Creating housing availability for all is tantamount to creating a healthy community through providing permanent, safe, and stable places to live.
