A Downtown Residential Parking District (DRPD) permit allows parking in any area designated by the parking permit and may contain restrictions as deemed necessary by the Parking Manager.
DRPD permits are only for use by residents at ALL-DAY paid parking spaces without paying the All Day paid parking device. Having a DRPD permit does not prevent permit holders from being subject to other parking regulations according to the Spokane Municipal Code.
The cost of a DRPD permit is $25.00 per vehicle/month.

Group 1
One item from Group 1 is required:
If you are on a month-to-month lease we just need verification. Please provide either a letter on letterhead or email from the property management company that states/verifies (resident name) is on a month-to-month lease at (address/unit) as of (today’s date (mm/dd/yy)). It should be signed if it is on letterhead or have the property management contact information in the signature line if the verification is by email.
Group 2
One item from Group 2 is required:

All three documents submitted should have matching addresses unless you are an out-of-state student or in the military.
The City will begin issuing DRPD permits to residents starting September 1, 2024. Permits issued in September will be active October 1, 2024.
Yes. Permits are active the 1st of the month and expire the last day of the month.
Turn on the Downtown Residential Parking District layer and search by address in the On-street Paid Parking Map. OR view the Downtown Residential Parking District Map to identify if you live in a DRPD Zone or not. If you live in a zone and have the required documents, you can apply for a DRPD permit.
Not all addresses have a parking district zone associated with them.
No. You only qualify for one DRPD permit zone based on your vehicle and address.
No. The permit is virtual and tied the license plate number provided to the City.
To verify your permit is valid, go to Parking Tickets and Permits website select "Account/Login" in the upper right and login. Then select "Permits" once logged in and you will see all "active" permits.
No. The City does not offer guest parking permits.
No. DRPD permits are for passenger vehicles only.
Your permit will expire if the City does not receive payment by the due date. Setting up autopayment will prevent your permit from expiring.

Yes. When you purchase the permit, if you select “opt into reoccurring payments,” you are signing up for autopayments. The card you entered will be charged on the 1st of the month and you will receive a receipt by email.
You qualify for a year, but the permit is a monthly permit. We bill you every month on the 1st of the month.
No. Once a DRPD permit is issued and active we do not issue permit refunds.

Outstanding parking fees and fines must be resolved prior to the issuance of any parking permit type.
An easy, online change of address process can be found at the Washington State Department of Licensing website. It requires the following information: vehicle license number, the last four numbers of the Vehicle Identification Number (VIN), and last name.
If someone else is the sole registered owner of the vehicle, you must add yourself as a co-owner to the title.
If the vehicle is paid for or owned outright, adding a co-owner is very straightforward. If this is the case, go to the Department of Licensing (DOL) Vehicle Title Application webpage. This process is specifically for people wanting to add or remove a registered owner on a vehicle title.
If the vehicle is still partially owned by a bank or financing institution, adding another name to the ownership may become more difficult, as some lending institutions have strict rules. Contact the appropriate lending institution for specific instructions.
We will not issue a DRPD permit to a vehicle with temporary plates. You will need to wait to apply.
If you are an in-state student, yes, your name and address must be on the registration.
Non-resident (out of state) students are not required to have their name and local address on their vehicle registration. To issue a permit to a vehicle registered out of state, we will need proof of your current enrollment. This can be a copy of your tuition statement showing "non-resident" status or you may provide an official letter (on your institution's Letterhead) stating you are enrolled in classes for the current term.
Persons who are active military are not required to have their name and local address on their vehicle registration. However, any residential applicant must also present proof that that the applicant is an out of state non-resident or active military personnel.
DRPD permits are specific to a DRPD zone and are only valid for that zone. You can park in the zone your permit was issued at "All Day" paid parking devices without payment.
All Day spaces are green. Please visit our On-street Paid Parking Map and turn on the Downtown Residential Parking District layer. You can then see where the All Day spaces are located in each zone.
You can park up to 24 hours with a DRPD permit without moving off the block face.
If you do not wish to have a permit for the upcoming month you must email Parking Services Parking Permits at parkingpermits@spokanecity.org by the 21st of the current month in order to suspend your permit.
You may not leave a vehicle in a DRPD zone for longer than 24 hours. If you need to be gone for a longer period of time (> 24 hours), we encourage you to find off-street parking while you are away. Or, leave car keys with a friend or neighbor who can occasionally check on the vehicle and move it.

Your new vehicle license plate number will need to meet current requirements and be issued in your name and to your DRPD address. Please contact us at 509.625.6830 or email parkingpermits@spokanecity.org to update your account. If you already have a current DRPD permit there is no fee to update your vehicle.
The license plate number, state and make must match what is on the vehicle's registration or a ticket may be issued. Please contact us at 509.625.6830 or email parkingpermits@spokanecity.org to update your license plate number if you provided the wrong license plate number.
Permits must be reapplied for in November/December 2025. You will receive notification when it is time to reapply.
