Downtown Zipline - Request for Proposals

Selected vendor would fund the construction and operation, sharing proceeds with the City and donating tickets to underserved youth

SPOKANE – City of Spokane Parks & Recreation today posted a Request for Proposals for a feasibility study and possible operation of a downtown zipline. The deadline for interested parties to submit their proposal via ProcureWare (the City’s e-procurement platform) is July 24, 2023 at 1 p.m. View the request for proposal.

A zipline is envisioned to be a compelling attraction for locals and visitors, supporting a thriving downtown and boosting the economy. It would be located between the Place of Truths Plaza across from the downtown Library and Redband Park, under the southern arch of the Monroe St. bridge.

The zipline would be privately funded and operated, and the operator would share revenue with the City. They would also be required to provide a negotiated amount of free tickets for charitable organizations and low-income/underserved youth.

The goal of the request is to solicit competitive proposals and evaluate feasibility, competency, and qualifications. It is a two-phased request; phase 1 would have to be completed successfully before moving to phase 2.

  • Phase 1 – Assessment and feasibility to gather technical information, and prepare engineering/design for permitting
  • Phase 2- Contract approval, construction, and operation

If the project moves forward, the timeline for construction would be determined by a number of factors including information learned from the Request for Proposals process.

Preliminary work on the prospective project has already taken place, including an informal site assessment, initial community engagement, and proposal advisement by impacted neighborhood councils, the Spokane Tribe of Indians, and Downtown Spokane Partnership. Letters of support have been received from a number of organizations. The Spokane City Council and Park Board officially noted support for this Request for Proposals process, and the results will be shared with the City Council and Park Board to determine approval or disapproval of any final agreement.
