SPD Arrests 19 Time Convicted Felon

A commercial burglary occurred on April 27, 2020 at a business in the area of 100 E. Sprague Avenue. The suspect cut barbed wire from the fence, accessed the secured area and stole over $1,800 worth of tools from the business. Fortunately the business had surveillance cameras that captured quality video of the suspect.

The Spokane Police Department (SPD) Technical Assistance Response Unit (TARU) recovered the video and shared it with SPD Officers.  On May 3, 2020, an alert Downtown Precinct Officer spotted the suspect, Kevin L. Franklin (57), wearing the same jacket as seen in the surveillance video. Franklin was pushing a shopping cart with the stolen property listed in the burglary report at Sprague Avenue and Browne Street.

Officers arrested Franklin for Burglary 2nd Degree, Theft 2nd Degree and Malicious Mischief 3rd Degree. Franklin was booked into the Spokane County Jail.

Franklin is a 19 time convicted felon in the State of Washington with several convictions for burglary.

At the time of writing this release, Franklin was still listed as an inmate in the Spokane County Jail.

The victim’s prompt reporting and quality surveillance video greatly assisted SPD in identifying and arresting the burglary suspect from this property crime.
