**Investigative findings forwarded to prosecutor’s office – Final SIIR release ***
This is an update to the original SIIR media release put out by the Spokane Independent Investigative Response Team on April 19th, 2023. The incident occurred on April 13th, 2023, and involved Spokane County Sheriff’s deputies. The investigation has now been sent to the Spokane County Prosecutor’s Office, therefore this will constitute the final SIIR release for the investigation.
The Spokane Independent Investigation Response team has forwarded its investigative findings regarding an April 13th, 2023 incident in which Spokane County Sheriff’s Deputies utilized lethal force while attempting to apprehend a suspect. The suspect was injured during the incident. See original release below.
On 01-10-2024, Spokane Police Major Crimes Detectives forwarded the investigative findings to the Spokane County Prosecutor’s Office for review. The investigative file contained reports from deputies who responded to the scene, reports of SIIR team investigators, body worn camera footage as well as other video evidence, and forensic evidence and analysis.
The Spokane County Prosecutor's Office will review the case, and make a legal determination regarding the actions of the involved deputies
Original Release:
On 04-13-2023 at approximately 6:15PM, Spokane County Sheriff’s Office (SCSO) deputies attempted to arrest a domestic violence suspect in the 5500 block of S Glenrose Rd. Based on a prior investigation deputies had probable cause to arrest the individual for multiple felony charges including assault 2nd degree, unlawful imprisonment (DV), and robbery 2nd degree (DV).
Deputies attempted to take the suspect into custody prior to him entering his residence in the 5500 block of S Glenrose Rd.
During the initial encounter, the suspect produced a firearm, was able to enter the residence, and exchanged gunfire with deputies. The suspect fired multiple rounds at law enforcement, and three SCSO deputies returned fire. No deputies were struck by gunfire in the incident, and no uninvolved persons were injured.
After the suspect fired at deputies he retreated further into the residence. Multiple law enforcement agencies and specialty resources responded to the scene.
A multitude of communication methods were attempted in order to negotiate a peaceful surrender; however, none were successful. SWAT resources deployed chemical agent into the residence which caused the suspect to exit the house. A Taser was used to take the suspect into custody after he remained resistive.
The suspect was detained at about 9:20PM, a little over three hours after the initial arrest attempt was initiated.
After the suspect was successfully detained, it was discovered he had apparent non-life-threatening injuries incurred during the encounter. First aid was provided by law enforcement until care could be transferred to AMR/Fire Dept paramedics. The suspect was transported to a local hospital for treatment.
The Spokane Independent Investigative Response Team (SIIR) began investigating. Detectives obtained a search warrant for the involved residence and recovered multiple items of evidentiary value, including a firearm and spent shell casings.
Per standard protocol, the deputies who fired their weapons were placed on administrative leave.
The investigation is in its preliminary stages; more information will be released as the investigation allows.
The SIIR Team is comprised of multiple agencies in eastern Washington, including the Spokane Police Department, Washington State Patrol, Spokane Valley Police Department and the Spokane County Sheriff’s Office. As an involved agency, the Spokane County Sheriff’s Office/Spokane Valley Police personnel will not be involved in this investigation in compliance with WAC 139-12.
