Assault suspect in custody after overnight standoff

On July 18th, 2025 at 8:40am, SPD took Ian S. Richart (28) into custody in the Spokane Valley on multiple charges.  Richart was linked to a felony assault that took place on June 27th in north Spokane.  At the time of the incident, Richart was reportedly armed with a handgun and had left the location prior to police arrival.

On July 16th, members of the SPD Major Crimes Unit (MCU) and Special Investigations Unit (SIU) obtained information that Richart was in an area just north of Downtown.  Richart and a female (later identified as Allie Alderson) would flee from officers in a vehicle.  Police efforts continued to locate Richart. 

Around 1am today, more information was obtained that Richart and Alderson were at an apartment in the area of 2400 N Wilbur Rd, in the Spokane Valley.  Due to the fact that Richart was sought in connection with the felony assault on June 27th and information that he was still armed, multiple specialty units to include City and County SWAT as well as Hostage Negotiators (HNT), the Air Support Unit (ASU) and the Explosive Disposal Unit (EDU) responded to the location.

The apartment was surrounded as officers began efforts to establish communication with Richart.  Officers detained Alderson at the location, but Richart failed to respond to any communication attempts, barricading himself in an apartment.  Officers learned that Richart had gone up into an attic space and was reportedly still armed with a handgun.  In his continued attempts to evade law enforcement Richart broke into a neighboring apartment and briefly held one resident at gunpoint.    

Officers finally located Richart in another attic space in the building.  Due to the extreme safety concerns, chemical munitions were introduced into the attic.  Richart fled from the attic space, jumping down to the parking lot.  He attempted to flee the area on foot but was detained by officers and taken into custody.      

Ian Richart was booked into the Spokane County Jail for 1st Degree Burglary, 1st Degree Kidnapping and 1st Degree Unlawful Possession of a Firearm.  Allie J. Alderson (27) was arrested and booked into the Spokane County Jail for Attempting to Elude a Police Vehicle and for an unrelated felony warrant. 

The outstanding work of all those involved resulted in the arrest of a dangerous subject who was a clear danger to the safety of the public.
