Citizens' Transportation Advisory Board

Authorized by and Date: The Citizen’s Transportation Advisory Board is authorized in the Spokane Municipal Code in SMC 04.37 and authorized by Ordinance No. C-34648 on October 11, 2010.

Mission Statement/Purpose: In order assist the Transportation Benefit District (TBD) to fulfill the purpose and goals of state law and Ordinance No. C-34648, the TBD governing board established a Citizen's Transportation Advisory Board (CTAB) as per resolution 2010-0002. The TBD Board recognizes that successful implementation of the City's TBD requires transparency and accountability regarding the revenue generated by the vehicle tab fee as well as the projects on which these funds are spent.

The CTAB is responsible for the review of transportation projects under consideration for TBD funding. More specifically, CTAB volunteers will review projects identified in the City's 2018-2023 Pavement Maintenance Program and the Pedestrian Program of the City's 2018-2023 six-year comprehensive streets program for consistency with the parameters established by Ordinance No. C-34648 and codified in Chapter 8.16 SMC. CTAB members will recommend prioritization and funding of transportation projects in order to ensure that the citizens of Spokane receive full value for their TBD investment.

Membership: The Citizens Transportation Advisory Board (CTAB) shall consist of eleven members, who are City residents, appointed by the City Council. Membership shall consist of:

• One member selected by each City Council member from among the residents of the selecting City Council member’s district;
• One member from the Plan Commission’s Transportation Sub-Committee (PCTS), as recommended by the Plan Commission;
• One member from the Pedestrian, Traffic & Transportation Committee (PeTT) of the Community Assembly, as recommended by the Community Assembly;
• One member from the Bicycle Advisory Board (BAB), as recommended by the BAB;
• One member from the Spokane Human Rights Commission, as recommended by the Human Rights Commission
• One member selected by the City Council President.

Liaison Members: The CTAB shall include up to five (5) liaison members representing organizations including, without limitation:

• Spokane Regional Health District;
• Spokane Public Schools; and
• Disability Community.

The liaison members shall be non-voting members of the CTAB. Liaison members shall be appointed by the City Council after written notice provided by the respective organizations.

Chair: The CTAB Chair shall be selected annually by the members of the CTAB during their first meeting of each year, or at the first meeting after a vacancy occurs. No member shall serve more than three consecutive years as Chair.

Terms: The term of each voting member shall be three years from the date of appointment. Members may be appointed to an initial term of less than three years in order to stagger membership terms. A term of less than half of the full three-year term shall not constitute a full term.

No voting member shall be appointed for more than two full three-year terms in total as a voting member, regardless of what position they fill.

Terms for members appointed from the PCTS, PeTT, BAB and the Human Rights Commission shall not extend beyond the expiration of their membership on their respective boards.

No elected official or City employee shall be appointed as a voting member of the CTAB.

Meeting Date, Time and Location: The regularly scheduled meetings of the Citizen’s Transportation Advisory Board will be held on the first Wednesday of each month at 5:30 p.m. in the City of Spokane Streets Department Conference Room – 901 N. Nelson Street.
