Plan Update Process

The 2021 Downtown Plan Update's public engagement process, documented below, involved hundreds of participants over multiple workshops, surveys, and other events from fall 2019 through spring 2021. The City partnered with the Downtown Spokane Partnership in developing the plan. The City Plan Commission recommended approval of the plan, with a modification to add two new actions: one related to police presence Downtown, and another related to monitoring housing and shelter for low-income residents and residents experiencing homelessness. The City Council approved the plan with additional modifications in July, 2021.
