The City of Spokane and Spokane County are issuing a multi-jurisdictional request for proposals (RFP) to simplify and strengthen regional funding for homelessness, housing, operations, and human services.
The process will leverage funding sources across jurisdictions and will use one shared RFP, one application, common review and scoring criteria, as well as a joint committee, to make strategic regional investments. By working in partnership, this process will improve accountability and outcomes, reduce barriers for service providers, and ensure equitable access to available resources.
Approximately $40 million is available in this RFP over a two-year contract period. These funds include:

“This is a big step forward for our community members in need, our providers, and our region as a whole. By working together, we are streamlining the process for service providers, distributing funding more equitably across the community, and ensuring every dollar is used as effectively as possible to meet community needs,” Mayor Lisa Brown said.
Spokane County Commissioner Chris Jordan praised the joint RFP for its emphasis on collaboration. “Homelessness affects far too many of our neighbors throughout Spokane County. This joint RFP recognizes homelessness is a regional crisis requiring a regionally coordinated response. I am glad to see City of Spokane and County leaders taking advantage of opportunities to work together on this critical issue to seek the best possible outcomes for our entire community,” Jordan said.
“We applaud the City of Spokane and Spokane County for their collaboration on this joint RFP. It helps both funders and providers serve people more effectively and efficiently while advancing the Task Force’s call to strengthen housing options. That’s an important step toward a safer, healthier Spokane,” said Waters Meet Foundation President Zeke Smith, on behalf of the Safe & Healthy Spokane Task Force conveners.
The combined RFP is now available on the City of Spokane and Spokane County’s websites. Applications will be accepted through January 8, 2027, with the RFP Committee making funding recommendations by February. Funding approval and contract negotiations are set for April with contracts starting July 1, 2027.
