After nearly a year and a half of community engagement, partnerships and coordination, the Draft ReFIVE Community Plan is released for public feedback and input. The City is hosting a virtual workshop, attending community events, and launching a survey to gather your feedback.
The draft?plan honors the history and resilience of the community, and aims to refresh, restart, and revive investments in community building with an eye toward the future. It focuses on what identity, connectivity, livability, stability, and wealth mean for the 5th Avenue Community today and in the future.? The completion of this plan is a key component of the 5th Avenue Initiative completed in 2021 and advances the work forward with a coordinated framework and action.
The draft plan has five goals: Identity, Connectivity, Livability, Prosperity, and Stability. These goals attempt to represent a broad encapsulation of widely held community beliefs. Each goal has a list of strategies and actions that describe what must be done to achieve it.
The Identity goal aims to cement and honor the neighborhood’s history, fill the environment with art and color, and celebrate today’s community with cultural events and programs. It sets a path to ensure that current and future community members see themselves reflected in the environment, with ample opportunity for gathering and making new traditions.
Connectivity aims to improve the experience of the neighborhood for those who are walking, biking, rolling, or accessing transit. A well-connected neighborhood promotes community health, strengthens social connectivity, benefits local businesses, and even improves air quality.
Connectivity improvements focus areas
Livability aims to make the 5th Avenue neighborhood a welcoming and comfortable space for people of all ages and abilities, with strategies and actions that promote access to healthy food, active living programs, and mitigation actions to the impacts of climate events.
A re-imagined intersection improvement at Liberty Park to serve as a welcome mat into the civic spaces.
Prosperity fosters more resilient, equitable, and sustainable economies by recognizing and nurturing local community assets such as small businesses, non-profits, and cultural organizations. Fostering inclusive economic development adds vibrance to a community, provides employment and entrepreneurship opportunities, and creates interest to attract visitors.
Finally, Stability ensures the future of 5th Avenue is affordable, racially diverse, and inclusive for a wide range of household types. A wider range of housing types and ownership models can alleviate displacement pressures and create pathways for cost-burdened households to stay in the neighborhood.
The draft plan?also?proposes updates to the Future Land Use Map?based on community input?to?promote neighborhood serving mixed-uses and expand housing options?while ensuring flexibility and adaptability.
A community survey is available online for plan review and feedback through the end of July 2026. Feedback received will inform the final recommended plan, which is scheduled to be adopted by City Council by December 2026.
The City will host a virtual community workshop on Thursday, June 11, at 6 p.m. for the Draft ReFIVE Community Plan. At this workshop, we’ll introduce the draft plan, share key recommendations, and collect community comments to help shape the final document. Check the project webpage for details in advance.
