Photo-Red & Photo-Speed Traffic Safety Programs

The City of Spokane uses automated enforcement systems to improve safety at intersections and in school zones. If you received a Photo-Red or Photo-Speed Notice of Violation, here's what you need to know.

How to View the Violation

You can view video and images of your violation online at ViolationInfo website. To log in, you’ll need the Notice Number and PIN printed on the top right of your Notice of Violation.

If you don't have internet access, you can view the footage at a kiosk located in the:

What Are My Options?

You have three options after receiving a Notice of Violation:

  1. Pay the Fine
    • Online: Visit ViolatonInfo Website and enter your Notice and PIN numbers. A $4 convenience fee applies.
    • By Mail: Send a check or money order to:
      City of Spokane, Photo Enforcement Program
      P.O. Box 35131, Seattle, WA 98124-5161
    • By Phone: Call 1.866.790.4111 (9 a.m.–6 p.m. CST). A $4 convenience fee applies.
  2. Request a Hearing
    To contest or explain your ticket, you must request a hearing in writing before the due date listed on your notice.
    • Detach the coupon at the bottom of the notice, sign the back, and mail it in the enclosed envelope.
    • You can choose to contest the citation (you deny the violation) or mitigate it (you admit the violation but would like to explain).
    • Hearings are typically held Thursdays starting at 1:30 p.m.
  3. Submit an Affidavit (Non-Liability)
    If you weren't driving the vehicle at the time of the violation, you may submit an affidavit if:
    • The vehicle was stolen (must include police report)
    • The vehicle was sold (must include proof of sale)
    • Someone else had custody/control of the vehicle
    • The vehicle was leased or rented

Photo-Speed Program (School Zones)

Photo-Speed cameras are placed at select school zones to improve safety by reducing vehicle speeds near schools. These systems use radar or inductance loops to detect and photograph speeding vehicles during active school hours.

  • Finch Elementary (EB on Northwest Blvd)
  • Ridgeview Elementary (NB on Maple & SB on Ash)

When Are Cameras Active?

Elementary Schools
  • Mon: 9–9:30 a.m. & 2:55–3:30 p.m.
  • Tues–Fri: 8–8:30 a.m. & 2:5–3:30 p.m.
    Early Dismissal Days: 1:45–2:15 p.m.
    Conference Days: 12:55–1:30 p.m.
High School (Ferris)
  • Mon: 8:30–9 a.m. & 2:25–3 p.m.
  • Tues–Fri: 7:30–8 a.m. & 2:25–3 p.m.

How Is Speed Measured?

  • 3D Radar: Tracks up to 32 vehicles without altering the roadway.
  • Inductance Loops: Sensors under the road surface detect vehicle speed as they pass over.

Program Goal

To make school zones safer by slowing down drivers and reducing serious crashes — especially those involving children.

Photo-Red Program (Intersections)

Photo-Red cameras are placed at high-risk intersections to discourage red-light running and prevent collisions.

What Counts as a Violation?

You must completely stop before the white stop line when a red signal is active. A violation occurs if your vehicle crosses the line after the light turns red.

Will This Affect My Driving Record?

No. These violations are civil — like parking tickets — and will not appear on your driving record or affect insurance rates.

How the Cameras Work

Each intersection uses:

  • A high-res still camera
  • A wide-angle video camera
  • Sensors that detect approaching vehicles

Photos and videos are reviewed by SPD officers before a citation is issued — a human makes the final decision, not the camera.

Why Use Photo-Red?

Studies show Photo-Red programs:

  • Reduce red-light violations by up to 40–90%
  • Improve driver behavior at other intersections (spillover effect)
  • Lower crash rates and injuries
