Safe Traffic Operations Program (STOP)

The Safe Traffic Operations Program (STOP) is a voluntary traffic safety class offered by the Spokane Police Department. It gives eligible drivers the opportunity to avoid having a ticket reported to the Department of Licensing by completing a one-time educational course.

The goal of STOP is to:

  • Improve driver awareness
  • Promote safe and lawful driving habits
  • Offer a second chance to those who made a mistake behind the wheel

Who Can Participate?

To be eligible for STOP, your ticket must be for a single qualifying violation — and you must not have any of the following conditions:

You are not eligible if:

  • Your ticket includes multiple violations, unless one is for no insurance
  • Your ticket is only for no insurance
  • Your violation is any of the following:
    • Negligent Driving (RCW 46.61.525)
    • Invalid Operator's License (RCW 46.20.015)
    • Intermediate Driver's License (RCW 46.20.075)
    • Instructional Permit (RCW 46.20.055)
    • Driver's License Restrictions (RCW 46.20.041)
    • School/Playground Zone (RCW 46.61.440)
    • Safety Zone (RCW 46.61.260)
    • Construction Zone (RCW 46.61.527)
  • You've completed STOP in the last 2 years
  • You've been granted a deferred finding on a previous infraction that is still pending
  • Your ticket is associated with a collision
  • You have a commercial driver's license (CDL)
  • Your license is suspended, revoked, or expired
  • Your ticket includes any criminal charge

How to Enroll

Step 1: Respond to Your Ticket

You must respond within 30 days of receiving the ticket. If you wish to take STOP, check the box to request a court hearing as directed on your ticket.

Step 2: Complete the Application

Download and fill out the STOP Brochure Application Form.

Step 3: Submit the Following:

  • Your completed application
  • $150 class fee (cash, check, or money order)

Step 4: Wait for Eligibility Review

The Clerk's Office will review your application:

  • If approved, you'll receive a STOP class date
  • If not approved, you'll be notified of the reason

Step 5: Attend and Complete the Class

Classes are held at the Spokane Police Training Center:
2302 N. Waterworks, Spokane, WA 99212

You can choose either:

  • One Saturday class: 8 a.m. – 3 p.m., or
  • Two evening sessions: Tuesday/Thursday, 6–9 p.m.

Bring with you:

  • A valid drive's license
  • Proof of insurance (if cited for no insurance)

Class Expectations

To successfully complete STOP, you must:

  • Arrive on time
  • Attend the entire class
  • Behave appropriately throughout

No children, guests, or pets allowed.
No drugs or alcohol permitted.

Failure to follow rules or complete the class may result in dismissal — and you'll need to appear in court on your original hearing date.

After Completion

Once you complete the class, the court will:

  • Dismiss your ticket
  • Cancel your hearing
  • Take no further legal action

The violation will not be reported to the Department of Licensing.
