SPD arrests suspect in shooting near WADOT encampment

On 10-5-22 just after 3AM, SPD patrol officers responded to a shooting the in area of S Ralph St and E 2nd Ave, adjacent to the WADOT encampment. Initial information indicated multiple rounds had been fired from a vehicle.

Officers responded, and fortunately no one appeared to have been struck by gunfire. Shell casings were recovered at the scene. Multiple witnesses provided valuable information to officers who were able to quickly locate the suspect vehicle in the 3300 block of S Southeast Blvd.

A suspect was arrested at that location after multiple pieces of investigative information pointed to his involvement. The vehicle believed to be involved in the incident was impounded pending a search warrant, and officers also served a search warrant on the suspect’s residence, recovering multiple firearms. Officers were able to locate and arrest the suspect in just over an hour from when the incident transpired.

Preliminary information indicates the suspect encountered a female to whom he provided a ride. The suspect’s behavior prior to the shooting indicates he believed the female had stolen from him, prompting him to attempt to find the female. In the course of seeking the women, the suspect discharged a firearm from his vehicle multiple times. The suspect’s precise target and the nature of the interactions prior to the shooting are still under investigation.

24-year-old James Rackliff was booked into Spokane County Jail for drive-by shooting. The investigation is on-going, and more charges are possible.
