SPD Arrests a Former Treasurer for Money Laundering

Spokane Police arrest the former Treasurer of the Finch Elementary PTO for Money Laundering. 

On November 22, 2019 just before 10:30PM Spokane Police Officers responded to the report of a volunteer for the Finch Elementary Parent Teacher Organization (PTO) who was reported to have stolen approximately $30,000 from the organization.  The investigation began when questionable transactions were located in the bank records by PTO Officials.  Officers arrested 29-year-old Mandie L. Russell in connection with the thefts.  Through the course of their investigation, Officers determined at least $34,000 had been stolen, using a debit card, between January 2018 and November of 2019.  Russell was arrested for Theft 1st Degree and Money Laundering. 

In fraud cases like these the Spokane Police Department works with our local financial institutions to gather evidence and collect information.  We appreciate the assistance from those financial institutions, and will work with the victims to determine the extent of the theft and identify the suspects.
