Prolific Offender and Registered Sex Offender Arrested for Indecent Exposure at STA Plaza; 31-year-old Billy Ogan, a 22-time Convicted Felon was Booked for Felony Indecent Exposure.
On 03-03-14 around 7:30 p.m., Spokane Police responded to a report of Lewd Conduct at the STA Plaza, 701 W.Riverside. STA Security had detained a male, later identified as 31-year-old Billy Ogan. Through investigation, officers learned Ogan approached at 16-year-old female in the smoking area, asked her if he wanted to see his genitals and then exposed himself. Ogan has prior convictions for Attempted Voyeurism, which makes the act a felony. He was booked into jail for Felony Indecent Exposure (prior convictions).
Ogan is a prolific offender and has amassed 22 Felony convictions: Taking Motor Vehicle Without Permission (3), Possession of Controlled Substance (3), Attempt to Elude (2), Custodial Assault, Riot with a Deadly Weapon (2), 2ndDegree Theft (2), 2ndDegree Possession of Stolen Property (3), 2ndDegree Robbery and 3rdDegree Assault. He has 12 Gross Misdemeanors convictions: Attempted Voyeurism, 4thDegree Assault, 1stDegree Criminal Trespass (2), 3rdDegree Theft (4), MIP, Obstructing and 3rdDegree Possession of Stolen Property.
