SPD Groups Collaborate On Arrest

Several Spokane Police Department (SPD) groups collaborate to arrest Modesto R. Briggs for 11 counts of Assault 1st Degree.

Thursday, Sept. 5, just after 1:15 p.m., the SPD Patrol Anti-Crime Team (PACT), Special Investigations Unit (SIU), SWAT, Patrol and the United States Marshall Service surrounded a residence in the area of 1000 E. Garland Avenue to contain Modesto R. Briggs (18 years old) inside the residence.

Briggs was wanted for 11 counts of Assault 1st Degree which are Class A Felonies. The charges are related to a Drive-By Shooting that occurred on May 16, 2019 in the area of 1300 E. Wabash Avenue. Incident #2019-20087763.

Numerous attempts to contact Briggs were made and he eventually came out of the residence without incident and peacefully surrendered.

Briggs was booked into the Spokane County Jail on his charges.

A Major Crimes Detective obtained a search warrant for the residence to recover evidence.

Briggs is a convicted felon with convictions out of Washington State for the following: Felony Harassment – Threats to Kill, Theft 1st Degree, Theft 3rd degree (2 counts), and Resisting Arrest.

SPD would like to thank the neighborhood, the commuters and area schools that were impacted by the closure of streets around the incident.
