Witness accounts indicated that a vehicle driven by 21-year-old Tyrell Hemphill was traveling North on N Washington St when it blew threw a red light striking the deceased victim’s vehicle. The witnesses believed that Hemphill was traveling at least twice the speed limit when he entered the intersection.
