Convicted Felon Arrested Again For Lewd Behavior

Septuagenarian with lengthy criminal history arrested for indecent exposure in store parking lot.

On August 17th, 2020 around 12:00PM SPD was dispatched to the 9700 block of Newport Highway for a possible lewd subject.  The retail Loss Prevention officers at the location contacted SPD to inform officers that for the past hour there had been a male sitting in a White Ford F150, backed into a parking stall.   Multiple female customers had complained about the driver and believed he was “checking them out” and “masturbating”.  LP also informed SPD that the same truck was at their location yesterday as well.

SPD arrived and observed the driver, (later identified as Donald Krueger 70).  Krueger is a registered sex offender, convicted felon, and armed career criminal.

SPD observed Krueger and believed, based on his movements, he was masturbating in his vehicle while he watched a woman come out to her minivan, load her child and drive away.

The officer approached and stopped in the area where the woman loading the child into the van would have been standing a moment before.  The officer looked into the cab of the truck where Krueger was seated and immediately noticed Krueger’s zipper was undone and his genitalia were exposed.  The officer made himself known which startled Krueger because he was now paying attention to people in the parking lot and did not notice the officer approach.

When asked what was going on Krueger explained that his testicles were exposed because he “needed to go to the bathroom.”  The officer explained that people in the parking lot had been reporting that Krueger was masturbating and scaring people who were walking by.  Krueger told officers he was there to go shopping, but was waiting to urinate before entering the store.  When asked why he wasn’t in the bathroom, Krueger said it was too far to go with his walker.  It was clear Krueger was not being truthful because if he were there to shop, he would have to walk further than the bathroom to do so.

Surveillance video from the retail location from August 16th shows the suspect vehicle arrive and park in the same general area at the front of the parking lot where there is a lot of retail shopper traffic.  The driver at no point exits the truck before leaving more than an hour later.

Video on the 17th shows a similar series of events up until SPD approaches Krueger.

This video footage contradicts Krueger’s story about when he arrived and what he was doing at the location.

Given that Krueger was in a public place, sitting in his truck, with his testicles exposed and visible from a few feet away outside the truck (approximately the space of the next parking stall), and that this exposure and his conduct, if viewed by passing pedestrians, would likely cause reasonable affront or alarm, and that Krueger has multiple convictions for prior sex offenses, he was placed under arrest for Felony Indecent Exposure.
