Community, Housing, and Human Services Board

Authorized by and Date: Ordinance C34900 passed on September 10, 2012, effective October 20, 2012 and by SMC 04.34A effective January 19, 2019.

Mission Statement/Purpose: The CHHS Board is meant to provide opportunities that enhance the quality of life for Spokane's extremely low to moderate income populations. The Board is to provide leadership and foster partnerships that support the City's investments in services, affordable housing and economic opportunities to foster the highest level of self-sufficiency and quality of life for Spokane's extremely low to moderate income households.

Membership: The board will consist of twelve (12) members, nominated by the Mayor and appointed by the City Council. At least one (1) member of the Board shall be a member of a veteran service organization, employed by the Department of Veteran Affairs, or an active-duty military member based at Fairchild Air Force Base. In addition, (1) member shall be a liaison from the Community Assembly nominated by the Community Assembly to the Mayor according to the process determined by the Community Assembly and appointed by the City Council.

In addition to the twelve (12) positions, the board will include:

  1. two (2) voting representatives from the City Council selected by the City Council, appointed or reappointed for one (1) year term
  2. one (1) voting elected official or policy-level decision maker to represent Spokane County who shall be selected by the Spokane County commissioners then nominated by the Mayor and appointed by City Council, appointed or reappointed for one (1) year terms.

Terms: Appointees to the Board shall serve three (3) year terms and may be eligible for one (1) reappointment for a three (3) year term reappointment.

Meeting date, time and location: The Board meets the first Wednesday of every month, 4-6 p.m., virtually and in person in the City Council Briefing Center unless otherwise posted. The Board abides by the Open Public Meetings Act. Guests are welcome to observe all discussions at which a quorum is present.
